AP Exclusive: Feds: Design led to nuke plant woes

CAPISTRANO BEACH, Calif. (AP) ? After months of investigation, federal regulators have determined that design flaws appear to be the cause of excessive wear in tubing that carries radioactive water through California's troubled San Onofre nuclear power plant, a top federal regulator said.

The twin-reactor plant between Los Angeles and San Diego has been idle since January, after a tube break in one of four, massive steam generators released traces of radiation. A team of federal investigators was dispatched to the plant in March after the discovery that some tubes were so badly corroded that they could fail and possibly release radiation, a stunning finding inside the virtually new equipment.

Flaws in fabrication or installation were considered as possible sources of the rapid tube decay but "it looks primarily we are pointed toward the design" of the heavily modified generators, Nuclear Regulatory Commission Regional Administrator Elmo Collins told The Associated Press in an interview Sunday.

Collins couldn't rule out that one or more of the generators, installed in a $670 million overhaul in 2009 and 2010, might have to be replaced.

Eight tubes failed during earlier pressure tests in the Unit 3 reactor and "we have not seen that in the industry before," Collins said.

"It's these four steam generators that either have, or are susceptible to, this type of problem," Collins said, referring to the unusual damage caused when alloy tubes vibrate and rattle against each other or brackets that hold them in place.

So far, a fix has remained elusive.

"It's not too hard to frame up the problem," he added. "The answers are very difficult, or they already would have emerged."

The disclosure will rivet new attention on a series of alterations to the equipment design, including the decision to add 400 tubes to each generator and installing V-shaped supports that were intended to minimize tube wear and vibration.

It's possible operator Southern California Edison could face penalties stemming from the federal investigation, Collins said.

The generators were designed to meet a federal test to qualify as "in-kind," or essentially identical, replacements for the original generators, which would allow them to be installed without prior approval from federal regulators.

An environmental group, Friends of the Earth, has claimed Edison misled the NRC about the changes that it has identified as the likely culprit in excessive tube wear. The federal agency previously disputed that charge, but Collins said that's under review as part of the investigation. The group on Monday filed a petition asking the NRC to keep the plant offline until the company amends its license to reflect the design changes.

Inside the guts of the machinery, the original steam generators and the replacements "look substantially different," Collins added.

The NRC is scheduled to discuss its findings Monday evening at a meeting near the plant.

Collins said safety would remain the first consideration at San Onofre. About 7.4 million Californians live within 50 miles of San Onofre, which can power 1.4 million homes.

"These are significant technical issues. They are not resolved yet," Collins said.

Cracked and corroded generator tubing has vexed the nation's nuclear industry for years.

Decaying generator tubes helped push San Onofre's Unit 1 reactor into retirement in 1992, even though it was designed to run until 2004. The following year, the Trojan nuclear plant, near Portland, Ore., was shuttered because of microscopic cracks in steam generator tubes, cutting years off its expected lifespan. Westinghouse Electric Corp. weathered a legal battle with five utilities in the 1990s that wanted the company to replace steam generators it manufactured for the Beaver Valley nuclear power plant in Pennsylvania after tubing corroded.

But the troubled San Onofre generators, manufactured by Mitsubishi Heavy Industries, might be a unique case because of the extensive modifications. Only one other U.S. nuclear plant uses Mitsubishi generators, the Fort Calhoun Nuclear Station, about 20 miles north of Omaha, but its generators are smaller than those at San Onofre and have not displayed excessive tube decay, federal officials say.

The cause of the unusual wear has been eagerly anticipated, as Edison prepares to submit a proposal to the NRC to restart one or both of the reactors. The company has suggested the reactors would run for a test period under reduced power to reduce vibration.

"The phenomenon that we think causes this tube-to-tube interaction is definitely proportional to the power," Collins said. "At least in some theoretical sense, that might be part of the answer."

The company has announced that 510 tubes have been plugged, or retired from use, in the Unit 2 reactor, and 807 tubes in its sister, Unit 3. Each of the generators has nearly 10,000 tubes, and the number retired is well within the limit allowed to continue operation.

What's at issue is why so many tubes degraded so quickly, when the design changes were intended to improve the plant's performance and longevity.

The steam generators ? two in each reactor ? function something like a car radiator, which controls heat in the vehicle's engine. The generator tubes circulate hot, radioactive water from the reactors, which then heats non-radioactive water surrounding them. That makes steam, which is used to turn turbines to make electricity.

The tubes have to be thin enough to transfer heat, but thick enough to hold up under heavy pressure. They represent a critical safety barrier ? if a tube breaks, there is the potential that radioactivity can escape into the atmosphere. Also, serious leaks can drain protective cooling water from a reactor.

The trouble began to unfold in January, when the Unit 3 reactor was shut down as a precaution after a tube break. Traces of radiation escaped at the time, but officials said there was no danger to workers or neighbors. Unit 2 had been taken offline earlier that month for maintenance, but investigators later found unexpected wear in tubes in both units.

The NRC has said there is no timetable to restart the reactors.

Edison has been facing pressure from some nearby communities and anti-nuclear activists that have raised safety concerns, while the company looks for a solution to the tube problem and a path to restarting the plant, an important source of power in Southern California. The design of the generators is also under congressional scrutiny.

The plant is owned by SCE, San Diego Gas & Electric and the city of Riverside. The Unit 1 reactor operated from 1968 to 1992, when it was shut down and dismantled.

For now, Nomiku exists only in prototype form, but the folks behind it have launched a Kickstarter page to get the funding needed to ramp up production. We got to see the prototype in person, and as a casual dabbler in the culinary arts, the appeal was easy for us to see. It's dead simple to use, and is about the same size as a hand blender, so most folks won't have a problem finding a place for it in their kitchen. In speaking with its creators, we discovered that they created Nomiku to make low temperature cooking easy and (relatively) affordable. MOSCOW (AP) ? Two Russian navy ships are completing preparations to sail to Syria with a unit of marines on a mission to protect Russian citizens and the nation's base there, a news report said Monday. The deployment appears to reflect Moscow's growing concern about Syrian President Bashar Assad's future.

The Interfax news agency quoted an unidentified Russian navy official as saying that the two amphibious landing vessels, Nikolai Filchenkov and Caesar Kunikov, will be heading shortly to the Syrian port of Tartus, but didn't give a precise date.

The official said the ships will carry an unspecified number of marines to protect Russians in Syria and evacuate some equipment from Tartus, if necessary.

Each ship is capable of carrying up to 300 marines and a dozen tanks, according to Russian media reports. That would make it the largest known Russian troop deployment to Syria, signaling that Moscow is becoming increasingly uneasy about Syria's slide toward civil war.

Interfax also quoted a deputy Russian air force chief as saying that Russia will give the necessary protection to its citizens in Syria. "We must protect our citizens," Maj.-Gen. Vladimir Gradusov was quoted as saying. "We won't abandon the Russians and will evacuate them from the conflict zone, if necessary."

Asked whether the air force would provide air support for the navy squadron, Gradusov said they will act on orders.

The Defense Ministry had no immediate comment, and an official at the Black Sea fleet declined to comment.

Asked if the Pentagon is concerned about the plan, officials in Washington said it depends on the mission. They had no comment on the stated goal of protecting Russian citizens and the Russian military position there, something the U.S. would do in a foreign country if in a similar situation.

"I think we'd leave it to the Russian Ministry of Defense to speak to their naval movements and their national security decision-making process," said Capt. John Kirby, a Pentagon spokesman, adding that it's not the business of the U.S. Defense Department to "endorse or disapprove of an internal mission like that."

What would greatly concern the U.S., he said, is if the Russian naval ships were taking weapons or sending people to support the Assad regime in its crackdown.

"The secretary of defense (Leon Panetta) remains concerned about any efforts by external countries or external organizations to supply lethal arms to the Syrian regime so that they can turn around and use those to kill their own people," Kirby said.

rtus is Russia's only naval base outside the former Soviet Union, serving Russian navy ships on missions to the Mediterranean and hosting an unspecified number of military personnel.

Russian officials have said that other Russian navy ships that have called at Tartus this year also had marines on board, but it has remained unclear whether they rotated the troops at Tartus or simply protected the ships during their mission and returned home.

Russia also has an unspecified number of military advisers teaching Syrians how to use Russian weapons, which make up the bulk of Syrian arsenals.

Syria is Russia's last remaining ally in the Middle East, and has been a major customer of Soviet and Russian weapons industries for the last four decades, acquiring billions of dollars worth of combat jets, helicopters, missiles, armored vehicles and other military gear.

Russia has shielded Assad's regime from international sanctions over its violent crackdown on protests. Moscow also has continued to provide Syria with arms, despite Western calls for a halt in supplies.

U.S. Secretary of State Hillary Rodham Clinton issued a harsh reprimand of Russia last week, when she said that Moscow "dramatically" escalated the crisis in Syria by sending attack helicopters there. The State Department acknowledged later the helicopters she accused Moscow of sending were actually refurbished ones already owned by the Assad regime, but Russia was clearly annoyed, and the spat further fueled tensions ahead of President Barack Obama's meeting with Russian President Vladimir Putin on the sidelines of the G-20 summit in Mexico on Monday.

Opposition groups say more than 14,000 people have been killed since the Syrian uprising began in March 2011 with mostly peaceful protests against Assad's autocratic regime. But a ferocious government crackdown led many to take up arms, and the conflict is now an armed insurgency.

Russia has criticized Assad for slow reforms and heavy-handed use of force, but has strongly opposed any sanctions and warned the West against meddling in Syrian affairs. It has urged the West to use its influence with the Syrian opposition to get it to respect a peace plan brokered by the U.N. and the Arab League envoy for Syria, Kofi Annan, which has largely been ignored by both the government and the opposition.

Assad's adviser Buthaina Shaaban visited Moscow on Monday, meeting with Deputy Foreign Minister Mikhail Bogdanov and thanking him for Russia's firm stance against foreign interference in Syrian affairs.

Foreign Ministry spokesman Alexander Lukashevich on Monday strongly called on the U.N. to resume the work of its 300-member observer mission that has been suspended since the weekend amid concerns for their safety. Lukashevich said both the Syrian government and the opposition must take action to ensure the monitors' safety and offer them unhampered access.

The question of whether justice is done depends largely on the perspective of the person who is seeking it. ?Rarely, if ever, do both sides of a dispute embrace the outcome crafted by a third party.

In the case of the players suspended for allegedly participating in, funding, and/or establishing the Saints? alleged bounty program, the fact that one of the two parties will also be resolving Monday?s appeals makes it even harder for the other party to be confident that the outcome will resemble anything remotely close to justice.

Saints safety Roman Harper nevertheless remains hopeful that, eventually, justice will be served. ??I know what really went down in our locker room, and I know the things that got hit on us are nowhere near what they?re supposed to be,? Harper told Alex Cassara of the New Orleans Times-Picayune. ??That?s my only comment on it, but I know due justice will eventually happen.?

It likely won?t happen at 345 Park Avenue on Monday, when Commissioner Roger Goodell begins the process of taking a second look at the player suspensions he already has imposed. ?Though it?s possible that he thumbed the scale the first time around in order to appear open-minded and merciful by reducing the suspensions after further review, the four players believe there should be no suspensions, fines, or any other penalties.

Unfortunately, they likely won?t have a full and fair chance to attempt to establish their innocence on Monday.

?I don?t know any part of our government where you can punish somebody and then not say what you?re punishing them for or what you?ve got against them,? Harper said, after being informed of the evidence that the league plans to use. ??I just don?t know anywhere in America where that?s justice.?

The league will call it justice, because for the NFL justice consists of being the ultimate authority on all matters relating directly or indirectly to its business. ?True justice entails a neutral, objective party getting to the truth, especially where as in this case the truth is hotly contested.

As to Saints linebacker Jonathan Vilma, Saints defensive end Will Smith, Packers defensive end Anthony Hargrove, and Browns linebacker Scott Fujita, something they regard to be justice likely will have to come in some other setting. ?In a controversy that entails plenty of questions and ambiguities (and precious few answers from the league), the only thing that appears certain at this point is that the players certainly won?t have a full and fair chance to prove that their version of the events is the correct one on Monday.

RIYADH, Saudi Arabia (AP) ? For the second time in less than a year, Saudi Arabia was thrown into the process of naming a new heir to the country's 88-year-old king following the death Saturday of Crown Prince Nayef bin Abdul-Aziz.

That forces a potentially pivotal decision: Whether to bring a younger generation a step closer to ruling one of the West's most critical Middle East allies. King Abdullah has now outlived two designated successors, despite ailments of his own.

It's widely expected that the current succession order will stand and Nayef's brother, Defense Minister Prince Salman ? another elderly and ailing son of the country's founding monarch ? will become the No. 2 to the throne of OPEC's top producer.

But Prince Nayef's death opens the possibility that a member of the so-called "third generation" of the royal clan ? younger and mostly Western educated ? will now move into one of the traditional ruler-in-waiting roles as the country looks ahead to challenges such as the nuclear path of rival Iran and Arab Spring-inspired calls for political and social reforms around the Gulf.

"Saudi Arabia will have to decide if this is the time to set the next generation on the path to rule," said Simon Henderson, a Saudi affairs expert at the Washington Institute for Near East Policy.

First, however, the Saudi leadership must fall behind the successor for Nayef, the hard-line interior minister who spearheaded Saudi Arabia's fierce crackdown crushing al-Qaida's branch in the country after the 9/11 attacks in the United States. Nayef, who Al-Arabiya reported died in Geneva, was named crown prince in November after his brother Prince Sultan died.

The Allegiance Council, an assembly of sons and grandsons of the first Saudi monarch, King Abdul-Aziz, will choose the next crown prince.

The likely choice is the 76-year-old Salman, who previously served for more than four decades in the influential post of governor of Riyadh, the capital, as it grew from a desert crossroads to the center of political power for the Western-allied Gulf states.

His links to Saudi religious charities brought Salman into controversy as one of the defendants in a lawsuit by insurance companies that accused Saudi Arabia of funneling money to al-Qaida. A U.S. appeals court in New York had ruled in 2008 that the Saudi royal family and other defendants enjoy immunity from such lawsuits.

Nayef was seen as closely in tune with Saudi's ultraconservative Wahhabi religious establishment, which gives legitimacy to the royal family and strongly opposes pressures for change such as allowing women to drive or participate on Saudi's Olympic team. Salman also has little inclination to challenge the authority of the clerics or push hard for reforms, experts say.

He has long been part of the Saudi's international face ? meeting dignitaries as the Riyadh governor and military brass from the West as defense minister, including a high-profile visit to Britain in April. Neither role would be possible without nods of approval from Saudi's religious guardians.

He and Nayef also are part of an influential group known as the "Sudairi seven," sons of the late King Abdul-Aziz and wife Hussa bint Ahmad Sudairi, whose marriage helped cement the king's rule over the patchwork of tribes in Saudi Arabia.

Sami al-Faraj, director of the Kuwait Center for Strategic Studies, said impressions that Salman was less conservative than Nayef were misleading.

"The reality is there is very little difference. Both are conservative and won't rock the boat" he said. "Nayef was just a behind-the-scenes guy and Salman is more public. One was implicit; the other explicit."

The two also share a history of health issues. In 2010, Salman had spine surgery and has suffered from at least one stroke, leaving him with limited movement in his left arm, said Henderson.

Concerns about the wellbeing of the aging Saudi inner circle could encourage consideration of bringing a younger member of the royal network into the succession line, possibly as successor to Nayef as interior minister. Among the possible contenders mentioned include King Abdullah's son Mitab, the head of the National Guard, and Nayef's son Mohammad, a senior official in the interior ministry.

"Nayef's death will certainly be the biggest challenge the ruling clan faced in a few years as many are striving for the throne," said Ali al-Ahmed, a Saudi analyst at the Institute for Gulf Affairs in Washington.

President Barack Obama said Nayef "dedicated himself to the security of Saudi Arabia as well as security throughout the region."

" Under his leadership, the United States and Saudi Arabia developed a strong and effective partnership in the fight against terrorism, one that has saved countless American and Saudi lives," the White House statement added.

Nayef had been out of the country since late May, when he went on a trip that was described as a "personal vacation" that would include medical tests. He traveled abroad frequently in recent years for tests, but authorities never reported on potential ailments.

The royal family, which closely guards information about the health of its members, confirmed the death but gave no details about the cause. It said a funeral would be held Sunday after prayers in Mecca.

Soon after becoming crown prince, Nayef vowed at a conference of clerics that Saudi Arabia would "never sway from and never compromise on" its adherence to the puritanical Wahhabi doctrine. The ideology, he proclaimed "is the source of the kingdom's pride, success and progress."

Nayef had expressed some reservations about some of the reforms by Abdullah, who made incremental steps to bring more democracy to the country and increase women's rights. Nayef said he saw no need for elections in the kingdom or for women to sit on the Shura Council, an unelected advisory body to the king that is the closest thing to a parliament.

In 2009, Nayef promptly shut down a film festival in the Red Sea port city of Jiddah, apparently because of conservatives' worry about the possibility of gender mixing in theaters and a general distaste toward film as immoral.

But his top concern was security in the kingdom and maintaining a fierce bulwark against Shiite powerhouse Iran, according to U.S. Embassy assessments of Nayef.

"A firm authoritarian at heart," was the description of Nayef in a 2009 Embassy report on him, leaked by the whistleblower site WikiLeaks.

Nayef, who was interior minister in charge of internal security forces since 1975, built up his power in the kingdom though his fierce crackdown against al-Qaida after the Sept. 11 attacks and a broader campaign to prevent the growth of Islamic militancy among Saudis.

The 9/11 attacks at first strained ties between the two allies. For months, the kingdom refused to acknowledge any of its citizens were involved in the suicide airline bombings. Nayef finally became the first Saudi official to publicly confirm that 15 of the 19 hijackers were Saudis, in a February 2002 interview with The Associated Press.

Nayef took a leading role in combatting the branch in Yemen as well. In 2009, al-Qaida militants tried to assassinate his son, Prince Muhammad, who is deputy interior minister and the commander of counterterrorism operations. A suicide bomber posing as a repentant militant blew himself up in the same room as the prince but failed to kill him.

Nayef's Interior Ministry allied with clerics in a "rehabilitation" program for detained militants, who went through intensive courses with clerics in "correct" Islam to sway them away from violence. The program brought praise from the United States.

Nayef was survived by several wives and 10 children.

(AP) ? Daredevil Nik Wallenda became the first person to walk on a tightrope across the Niagara Falls, taking steady, measured steps Friday night for 1,800 feet across the mist-fogged brink of the roaring falls separating the U.S. and Canada.

"I feel like I'm on cloud nine right now," an exuberant Wallenda told reporters after accomplishing what he said was his childhood dream before an estimated 112,000 people crowding the shores of both countries and millions more who watched a live television broadcast.

He described wind "coming from every which way," mist so powerful he had to blink it away to maintain his vision and a breathtaking view during the nighttime walk illuminated by spotlights that "compared to nothing."

"There was no way to focus on the movement of the cable," said Wallenda, 33. "If I looked down at the cable there was water moving everywhere. And if I looked up there was heavy mist blowing in front of my face. So it was a very unique, a weird sensation."

He said he accomplished the feat through "a lot of praying, that's for sure. But, you know, it's all about the concentration, the focus, and the training."

The seventh-generation member of the famed Flying Wallendas had long dreamed of pulling off the stunt, never before attempted. Other daredevils have wire-walked over the Niagara River but farther downstream and not since 1896.

"This is what dreams are made of, people," said Wallenda, who wore a microphone for the broadcast, shortly after he stepped off from a platform on the American shore.

Along the way, he calmly prayed aloud.

After passing the halfway mark, Wallenda expressed fatigue. "I'm strained, I'm drained," he said. "This is so physical, not only mental but physical."

Toward the end, as he neared the Canadian shore, Wallenda dropped to one knee and pumped his fist while the spectators cheered. He broke into a playful run about 15 feet from the finish line, where his wife and three children waited.

"I am so blessed," he said later. "How blessed I am to have the life that I have."

ABC televised the walk and insisted Wallenda use a tether to keep him from falling in the river. Wallenda said he agreed because he wasn't willing to lose the chance to perform the walk it took him well over a year to win permission from two countries to do. Such stunts are normally illegal. ABC's sponsorship helped offset some of the $1.3 million cost of the spectacle.

Wallenda said he thought about the tether, which was secured at his waist and dragged behind him, at several points along the 30-minute walk but wasn't hindered by it as he'd feared.

"Awesome! The whole thing is awesome," 8-year-old William Clements of Dresden, Ontario, said after watching the walk with his family from the Canadian side, adding he wouldn't want to walk "even over something not high."

"He was meant to do it. The weather was perfect," said Glenda Rutherford of Ontario. "It was amazing."

For Wallenda, who has grown up on the high wire and holds six Guinness records for various stunts, the Niagara Falls walk was unlike anything he'd ever done. Because it was over water, the 2-inch wire didn't have the usual stabilizer cables to keep it from swinging. Pendulum anchors were designed to keep it from twisting under the elkskin-soled shoes designed by his mother.

The Wallendas trace their roots to 1780 Austria-Hungary, when ancestors traveled as a band of acrobats, aerialists, jugglers, animal trainers and trapeze artists. The clan has been touched by tragedy, notably in 1978 when patriarch Karl Wallenda, Nik's great-grandfather, fell to his death during a stunt in Puerto Rico.

Wallenda said that at one point in the middle of the walk, he thought about his great-grandfather and the walks he had taken: "That's what this is all about, paying tribute to my ancestors, and my hero, Karl Wallenda."

About a dozen other tightrope artists have crossed the Niagara Gorge downstream, dating to Jean Francois Gravelet, aka The Great Blondin, in 1859. But no one had walked directly over the falls, and authorities hadn't allowed any tightrope acts in the area since 1896. It took Wallenda two years to persuade U.S. and Canadian authorities to allow it, and many civic leaders hoped to use the publicity to jumpstart the region's struggling economy, particularly on the U.S. side of the falls.
