Wichita Toy Run replaces bike parade with rally

The Wichita Toy Run, an annual event that raises donations for Christmas gifts for children, will replace its traditional motorcycle parade with a rally, to be held in historic Delano on Nov. 4.

Organizers made the decision after discussions with the Wichita police, the Sedgwick County Sheriff?s Office and Delano representatives, according to a news release.

?We feel this is the best way to avoid incidents, accidents and injury to Toy Run participants as well as maintaining the safety of the public,? a statement from the group said. ?The Wichita Toy Run Committee has the welfare of everyone involved as our top priority.?

During last year?s event, two motorcycles were involved in accidents and traffic was blocked at some intersections downtown.

A few weeks ago, the longtime organizer of the Wichita Toy Run, Holly Potelle, died in a motorcycle crash. This year?s event is intended to honor her.

The proceeds from the event will be distributed to charities such as the Salvation Army, Marines Toys for Tots and the Kansas Food Bank.

Leaks, lies, auditions are all part of veepstakes

WASHINGTON (AP) ? Leaks are springing. Trial balloons are floating. Egos are being stroked. Wanna-bes are auditioning. And, chances are, lies are being told.

Somewhere, amid all of the shenanigans, Republican Mitt Romney is considering his choices for a running mate, one of the most significant decisions of his presidential campaign.

The secrecy that shrouds the selection of a modern presidential running mate has given rise to political sideshows that play out in public while the more serious search operation takes place at a largely subterranean level.

Names of new Romney short-listers emerge; others fall by the wayside.

Any kind of proximity to Romney ? or his opponent ? generates questions about GOP veep ambitions.

Why did Sen. Kelly Ayotte of New Hampshire walk in a July Fourth parade with Romney? Why did Gov. Bobby Jindal of Louisiana and former Gov. Tim Pawlenty of Minnesota turn up in Ohio and Pennsylvania during President Barack Obama's Midwest bus trip? Why did Sen. Rob Portman of Ohio write a Cleveland newspaper column criticizing the president's policies just as Obama headed for the state?

Comments by Romney and his team are parsed for deeper meaning.

What to make of Ann Romney's remark this past week that women are under consideration? What about Romney's earlier comment that outspoken New Jersey Gov. Chris Christie "really is something?" Why did Romney pull back the veil last month to announce that Sen. Marco Rubio of Florida was being "thoroughly vetted" for vice president after reports to the contrary emerged?

Consultant Bob Shrum, who's worked on numerous Democratic presidential campaigns, says a closely held search operation is a good thing because it protects the people who open up their lives to the campaign to be thoroughly checked out as potential running mates.

But the lack of public information creates an opening for all sorts of political gamesmanship, including self-promotion by short-listers who aren't on the short list at all and denials by actual short-listers who feign nonchalance.

That makes it hard for voters to know what's real and what's simply for show. Which is just fine with Romney.

Take all the recent attention on Portman, busy raising his own profile. He invited reporters to an off-the-record dinner during the primaries, chatted them up on the press bus during a Romney tour of Ohio, and held a round-table with national media Saturday in New Hampshire, where he headlined a fundraiser for the state GOP. He said he was in the state "mostly on a college tour" with his daughter, but also expected to speak at some events in Boston on Monday to benefit Romney's campaign.

Who's really floating his name as a veep contender?

"Is that a Romney float or is that a Portman float or is that a friends-of-Portman float?" asks Paul Light, a professor of government at New York University. "You just don't know."

There's an easy remedy available to wanna-be contenders who've been left off the short list, says Light. All it takes is a well-placed whisper from a friend of a friend to land on the veep list.

"Instead of saying, 'I could've been a contender,' you can say, 'I am a contender' even if you're not," says Shrum.

No one's owning up, but Rep. Eric Cantor, R-Va., managed to get mentioned as a veep contender in 2008 although the notion that he was under consideration was laughable to GOP nominee John McCain's campaign.

Shrum, who worked on Massachusetts Sen. John Kerry's 2004 campaign, when John Edwards was the running mate, says then-New Mexico Gov. Bill Richardson "very much wanted to be seen as being vetted in 2004, until he pulled his own name out of contention." Shrum's theory is that Richardson never wanted to be chosen, but wanted to make a name for himself in preparation for his own 2008 run for president.

Joel Goldstein, an expert on the vice presidency at Saint Louis University School of Law, said presidential candidates may try to flatter a politician or appease a voting bloc by letting it be known that a certain person is under consideration when that person doesn't have a chance. Some call that an "ego vet."

What really matters, says Goldstein, is who's been asked by the campaign to submit documents and answer questionnaires as part of a thorough vetting process.

Steve Schmidt, a senior strategist to McCain's 2008 presidential run, said campaigns are "very careful to have a very inclusive list of people" as potential running mates to avoid giving offense.

Last month, when word surfaced that Rubio wasn't being vetted, it could have created considerable grief for Romney in Florida and with Hispanics. Romney quickly came out and said that Rubio was being "thoroughly vetted."

More often, though, Romney clams up when asked about his search efforts.

That's a far cry from the vice presidential selection process of earlier decades, when candidates were paraded before cameras and, ultimately, very publicly ruled out, causing considerable embarrassment. Walter Mondale, the Democratic nominee in 1984, would fly potential running mates to Minnesota for interviews and hold joint news conferences.

More recently, candidates have gone to great lengths to keep their deliberations secret until they're ready to announce a choice.

When George W. Bush settled on Dick Cheney in 2000 more than a week before his running mate was to be announced, aides worried the secret might not hold. Campaign architect Karl Rove's solution: lie.

Rove told a campaign aide who was known to leak information to reporters: "Don't tell anybody ? but it's going to be Danforth."

That evening, three networks reported that former Sen. John Danforth of Missouri had emerged as a top candidate for the GOP ticket.

"We'd gotten what we needed: a little breathing room for Cheney's announcement," Rove wrote in his memoir.

Too much secrecy, though, can prove problematic, particularly when a vice presidential choice is not well known.

George H.W. Bush's surprise announcement at the GOP convention in 1988 that he had selected Sen. Dan Quayle of Indiana quickly overshadowed Bush himself when questions surfaced about Quayle's service in the National Guard during Vietnam.

"Within hours, it was attracting all the ink and TV time we had counted on for George's official rollout as nominee," James Baker, Bush's campaign chairman, wrote in his memoir.

Light said leaking names of serious contenders gives campaigns an opportunity to see what unsavory issues might be dredged up by interest groups and the press, and to find out whether the questions will peter out or mushroom. He likens it to entering a horse in lower-profile races before the Kentucky Derby.

"You want to see how your horse does under real conditions against strong competitors," Light said.

Romney promises to reveal his decision on a running mate before the GOP convention in late August but won't share much more.

When his wife was asked by CBS last week if she had a favorite candidate, she said: "I like to think that I have a few that I really like a lot."

Romney himself would add just three words: "What she said."

Dead Zone Pollutant Grows Despite Decades of Work

HERMANN, Mo. ? The Missouri River stretches more than a quarter-mile from shore to shore here, its muddy water the color of coffee with a shot of cream.

The river carved this valley hundreds of thousands of years ago, and in the 1830s, it deposited the German settlers who founded this city. Today, visitors who sip local wine in hillside gazebos can gaze down at the water and imagine being on the Rhine.

For two centuries, Hermann has been known for the Missouri River ? and now the river is making Hermann known for an unexpected reason: It is a hot spot for nitrate.

Washing off farms and yards, nitrate is largely responsible for the Gulf of Mexico?s infamous ?dead zone.? Nitrate and other nutrients from the vast Mississippi River basin funnel into the Gulf, sucking oxygen out of the water and killing almost everything in their path.

The pollution is one of America?s most widespread, costly and challenging environmental problems, according to the U.S. Environmental Protection Agency.? Sewage treatment plants along the rivers already have spent billions of dollars, and some farmers now use computers to apply fertilizer with pinpoint precision.

But after three decades of extensive efforts to clean it up, nitrate along the rivers is getting worse. In Hermann, the levels in the Missouri River have increased 75 percent since 1980, according to U.S. Geological Survey research published last year.

The pollutant continues to pour into the rivers, and ultimately the Gulf, at a growing pace. And no one ? at least yet ? has figured out exactly why.

1,247 miles downstream
Hermann is an ideal place to start unraveling the mystery. There are no big factories here, no major sewage treatment plants, and not even much of the intensive row-crop agriculture sometimes blamed for heavy runoff. Rather, this small city looks like something out of a German fairy tale. Churches, shops and red-brick houses line tidy streets. Vineyards dot the rolling hills. Tourists arrive via Amtrak train to hear oom-pah bands at Oktoberfest and dine on bratwurst with sauerkraut.

How could Hermann be responsible for increasing the pollution that creates a dead zone 1,247 miles downstream?

The answer is Hermann is merely a microcosm of an immense problem involving 31 states and more than 76 million people.

Hermann sits roughly in the center of the vast Mississippi River basin, which drains 1.24 million square miles stretching from the Rockies to the Appalachians.

The Missouri River, as it rushes past Hermann?s churches and shops, carries the residue of life upstream. Rain washes excess nitrogen and phosphorus, along with other pollutants, from farmers? fields, cities, factories, cars and suburban lawns into ditches, streams and tributaries, and finally to the river itself. The ?Big Muddy? joins the mighty Mississippi just north of St. Louis, then makes a sharp right turn and rushes past the soaring St. Louis Arch on its way to the sea off Louisiana.

When the nutrient-rich water empties into the Gulf far downstream, it triggers a biological phenomenon with deadly results. The nutrients serve as an all-you-can-eat buffet for hungry algae. The phytoplankton population booms and then dies, sinking to the bottom, where bacteria decompose the organisms and use up precious oxygen in the process. The resulting low-oxygen environment ? also called hypoxia ? is so toxic that all animals must flee or die.?

Hypoxia drives away shrimp, crabs and fish and kills creatures such as worms at the bottom of food chains.

?There is die-off, a loss of ecosystem diversity,? said Nancy Rabalais, a marine ecologist and director of the Louisiana Universities Marine Consortium in Chauvin, La. ?If you have continuous year-after-year hypoxia, some animals won?t be able to recruit back into the area.?

CAIRO (AP) ? Egypt's newly elected President Mohammed Morsi is locked in conflict with the powerful military over whether the country's legislature should reconvene despite a June 14 court ruling that dissolved it. It's the latest twist in nearly 17 months of political drama that followed the 2011 overthrow of longtime leader Hosni Mubarak.

Here are some questions and answers on the conflict and the issues at stake:

WHAT'S THE ORIGIN OF THE CONFLICT?

Egypt's Supreme Constitutional Court decreed last month on the eve of the country's first-ever freely contested presidential elections that the Islamist-dominated parliament was illegally elected. Almost immediately afterwards, the then-ruling council of generals that took power from Mubarak moved to dissolve the legislature. The Islamists never accepted the court ruling, and their candidate, Morsi, won the election and was inaugurated as president on June 30. Many observers assumed that Morsi would work out an arrangement with the generals and let the dissolution of parliament stand. But on Sunday he issued a surprise decree ordering parliament to reconvene.

WHO ARE THE SIDES?

The Supreme Constitutional Court and the generals are Mubarak-era appointees. Morsi and nearly half the lawmakers of the dissolved parliament are members of the Muslim Brotherhood, an 84-year-old fundamentalist group. Many others in Egypt are in the middle ? they are tired of political domination by the military, which has provided all of Egypt's four presidents since the overthrow of the monarchy some 60 years ago and is believed to want to keep its power and privileges. But they also distrust the Brotherhood, a highly disciplined and secretive movement whose ultimate goal is to create a more Islamic state.

ON WHAT BASIS DID THE COURT RULE THAT PARLIAMENT WAS ELECTED ILLEGALLY?

It upheld a lower court ruling that the law governing the way parliamentary elections were held was unconstitutional. Under the law, the 498 contested seats (another 10 are appointed by the head of state) were chosen as follows: Two-thirds went to candidates running on party lists, while the other third were contested by individual candidates, in which party members were also allowed to run. The Constitutional Court ruled that allowing party members to compete on the individual lists violates the principles of equal opportunity because it gives party members two chances to compete for all the seats while independent candidates don't have the same opportunity.

NOW, WHO HAS THE LEGAL RIGHT TO DO WHAT?

This is a point of great dispute. Both sides have been careful to frame their actions as upholding the letter of the law. Morsi, for example, phrased his decree recalling parliament so that he was overruling only the generals' own decree dissolving it, and not the original court order. But in reality, Egypt is in legal limbo. The constitution in force under Mubarak was dissolved after his overthrow, and no new one has been adopted. Both sides appear to be making up the rules as they go along ? the generals, for example, issued their own "constitutional declaration" just after parliament was dissolved, giving themselves the legislative powers of the chamber.

WHAT'S AT STAKE?

Morsi's power play will determine whether the generals' constitutional declaration will stand. If it stands, the military will have not just the powers of the legislature but also the authority to steer the drafting of the new constitution. In the bigger picture, this may be a test case that determines the role of the military in post-Mubarak Egypt ? whether the country will follow the "Turkish model" of the 1980s and 1990s in which the army could block civilian governments from acting against its wishes ? or whether the army will be subordinate to an elected president and legislature, Islamist or otherwise.

WHAT HAPPENS NOW?

Morsi has the legitimacy from being the country's first-ever freely elected president, and Brotherhood supporters in the past have threatened a "second revolution" if the army tries to hold on to power. The military, on the other hand, has the top court on its side ? and, of course, the ability to put tanks on the streets. Over the past 17 months, neither side has shown a willingness to push a crisis over the breaking point, however, and there are a number of ways that this conflict could be defused. Morsi also announced that there would be new elections after a constitution is adopted. And parliament could meet once or twice and then go into recess. But Egypt's post-Mubarak transition has been wildly unpredictable thus far, and few analysts would venture with any confidence what will happen next.
