Iran's new quest for nuclear submarines: dangerous and needless

Iran recently announced plans to develop nuclear-powered submarines, requiring enough highly enriched uranium for two nuclear weapons. Tehran's ambition seems to be more than just a bargaining chip. Upping the ante on its questionable nuclear program is dangerous and needless.

By Olli Heinonen / July 31, 2012

Israeli Prime Minister Benjamin Netanyahu and Mitt Romney meet in Jerusalem July 29. In a speech later that day, Mr. Romney outlined the aggressive posture he would take toward Iran as US president. Op-ed contributor Olli Heinonen says: 'If Iran intends to develop nuclear-powered submarines, it is difficult to justify, with the limited feasibility and greater financial sanctions that would result from such a difficult and costly exercise.'

Lior Mizrahi/AP

After a recent announcement by the deputy chief of the Iranian navy that it is considering nuclear propulsion for its submarines, actions have proceeded swiftly. A bill an Iranian Parliament (Majlis) committee was approved, and debate has followed, parallel to the latest round of P5+1 talks with Iran in Istanbul, which concluded last week.

' + google_ads[0].line2 + '
' + google_ads[0].line3 + '

'; } else if (google_ads.length > 1) { ad_unit += ''; } } document.getElementById("ad_unit").innerHTML += ad_unit; google_adnum += google_ads.length; return; } var google_adnum = 0; google_ad_client = "pub-6743622525202572"; google_ad_output = 'js'; google_max_num_ads = '1'; google_feedback = "on"; google_ad_type = "text"; google_adtest = "on"; google_image_size = '230x105'; google_skip = '0'; // -->

The Majlis debate brought to the arena additional aspects of the Iranian plans: the use of nuclear propulsion for oil tankers and possible use of uranium with higher enrichment. There is speculation that nuclear propulsion will be used as a bargaining chip to trade away in international talks or as (eventual) justification for continuing uranium enrichment and get to higher enrichment. Some have raised questions about Iran?s proclamations and its actual capacity to develop nuclear submarines.

Nuclear powered vessels were not mentioned in the paper distributed by Iran at the recent Moscow and Istanbul talks. (What else is in the pipeline that has not been mentioned?)

The issue gets more complicated, since non-nuclear-weapon states are allowed to remove from IAEA safeguards nuclear material intended for non-proscribed military use, such as fuel for nuclear submarines, under arrangements to be agreed with the International Atomic Energy Agency.

Nuclear-powered vessels around the world

Since the 1940s, about 500 vessels with nuclear propulsion have been built. Most are nuclear powered submarines that belong to nuclear-weapons states. The majority of nuclear powered vessels at sea are also military, such as aircraft carriers. Only a few countries have constructed merchant vessels with nuclear reactors. Most of the civilian nuclear vessels are in Russia, which uses nuclear-powered icebreakers in the Arctic regions.

Currently Brazil and Argentina are the only non-nuclear-weapons states with plans to build nuclear-powered submarines. Canada had plans in the 1980s to acquire such vessels to guard its vast Arctic waterways, but gave them up not least for cost reasons.

Traditionally, fuel for naval reactors uses highly enriched uranium to reduce reactor size. For example, American submarines use highly enriched uranium fuel of up to 97 percent enrichment and fuel for Russian icebreakers is enriched up to 75 percent.

There have been some exceptions. Low-enriched uranium fuel has been introduced in submarines in France. The ?caramel? low-enriched uranium fuel used in French submarines is known to be around 7.5 percent enriched, which enables enrichment and manufacturing at its civilian plants. Brazil?s planned nuclear submarine is also expected to use low-enriched uranium fuel. Merchant ships such as the USS Savannah (US), Otto Hahn (Germany), and Mutsu (Japan) used low-enriched uranium fuel, but they no longer exist.

Nuclear reactors in vessels are also complex, costly, and varied. The design of submarine and surface-vessel reactors differ from each other. With a few exceptions, naval reactors have been pressurized water reactors. Built to withstand a rough sea environment, long refueling intervals, and compact in size, naval reactors are built to much more rigorous standards than other pressurized water reactors. Due to design constraints, only one third of the energy produced is used for propulsion. The sizes of reactors also vary, the largest being 200 thermal megawatts and smaller ones about 50 thermal megawatts.

The case of Iran

So what should we be looking out for in the case of Iran?

Kitajima misses out, Hansen marks comeback

LONDON (Reuters) - Japanese Olympic champion Kosuke Kitajima failed in his bid to win a third breaststroke double, coming fifth in a 100 meters race that broke a world record and saw U.S. arch-rival Brendan Hansen mark his own comeback by squeezing onto the podium.

Kitajima, hugely popular in Japan, won the 100-200 breaststroke double at both Athens and Beijing Olympics, after finishing a close fourth in Sydney in the 100 as a 17-year-old.

But, doubt-ridden and aching in the days leading up to the London race, he was left behind in Sunday's final, as South Africa's Cameron Van der Burgh, Australia's Christian Sprenger and Hansen took gold, silver and bronze respectively.

"It was a really tough race. I needed to break the world record to win and to be honest I didn't have it in me," he said after the race, through a translator.

"When I was asked if I could swim 58.4 today, it was impossible... My personal best is 58.9 seconds, so I am disappointed not to reach the time."

A time of 58.9 would have put Kitajima on the podium, ahead of both Sprenger, who swam 58.93, and Hansen, at 59.49.

"I have enjoyed the comeback process until now... I still have a chance in the 200. It is going to be a high-level race, I have to think about the 200 more seriously."

Hugely popular in Japan, with nearly 100,000 twitter followers tracking his moves, Kitajima fought injury after his Athens triumph to repeat his double in Beijing, then flirted with retirement.

He is no longer the brash youngster whose whoops of delight echoed around the pool in Athens and has struggled with injury. He has made no secret of how painful the process of Olympic training is for him at 29, in a sport dominated by younger men.

"He's been there, done that and so it is one of those things. He may not have the most fire underneath him, because he's already done it twice," Hansen said.

"He swam a great race tonight. It was probably one of the most talented fields I have ever swam in and I don't think it takes away from anything he has done."

Hansen himself, who has traded records and titles with Kitajima for a decade, quit swimming after Beijing, taking up triathlons instead.

But he made a comeback as London approached, determined to win his first individual gold and marked a return to the podium on Sunday with what he said was the Olympic medal that meant the most to him.

"Back about eight months ago in the U.S., there were about 15 or 20 athletes targeting a comeback and I am the only one here."

It?s likely that you completely missed out on copping the Nike Zoom Vapor Tour 9 ?287?, which was a tribute to Roger Federer?s record-breaking spot at #1 (take that, Mariah Carey). There?s still some more tennis to played this season, so while it certainly would be an awesome treat to see R-Fed rock his Black/Gold ?287? PEs, it?s more likely to see him wearing thi snew White/University Blue-Black colorway of his signature shoe. Such an supremely-design sneaker built for Federer?s top-notch game was actually designed by Tinker Hatfield on an iPad of all things, but that doesn?t mean the shoe is meant for light work. Eastbay has ?em in stock if you?re looking to switch up your grass/clay-court footwear.

Exercise reduces risk of breast cancer | Cancer Kick

With the increasing awareness of the importance of breast screening for early detection of cancer, breast imaging has found a place in today?s diagnostic armamentarium.

The common imaging modalities are mammography, ultrasound and MRI. Mammography is the investigation of choice and is an essential part of screening programmes in the West.

Mammography and ultrasound are corroborative and are generally done together. MRI finds a place in the evaluation of dense breasts and in multi-centric cancer, said Dr Padmaja Canumalla, Specialist Radiologist, Zulekha Hospital, Dubai.

The high risk factors in breast cancer are patients with mother/sister having cancer breast or cancer ovary, patients on HRT, patients over 60 years, late motherhood and short lactation.

Screening mammography has been proved to have a place in the early detection of breast cancer. The American Cancer Society Recommendations are:

  • Physical exam regularly after 20 years age
  • Base line exam ? between 35 and 39 years
  • Annual/biannual exam ? between 40 and 49 years
  • Yearly after 50 years

Breast reporting has been standardised by the American College of Radiologist so that there is good understanding between the reporting radiologist and the treating clinician. Reporting is done based on the breast lexicon and every report is given a category of the BIRADS (Breast Imaging Reporting and Data System). This allows a uniform standard interpretation of the report.

According to the RCR guidelines, mammography is not recommended for generalised lumpiness, long standing nipple retraction and cyclical breast pain associated with periods.

The factors which protect from breast cancer are:

  • Four or more hours of exercise per week results in about 40 per cent reduction in breast cancer risk.
  • Physical exercise in adolescence was associated with significantly delayed breast cancer onset.
  • Healthy weight at menarche and at 21 years significantly delayed breast cancer onset.
  • Women who average 1.5 drinks per day have a 30 per cent increase in risk.
  • Radiation is dangerous for young women, especially if they have not completed breast development. ?news@khaleejtimes.com

Sleep, sleep, how long? | Revista Women's Health

Some people seem to need more sleep than others. If you sleep for a short time and feel like to be alert, you could display a sign that there is a health problem, as when it takes a lot longer than eight hours of sleep.

There are a lot of research going on today about sleep and how it affects our performance, alertness and mental health.

What makes some just need to sleep a few hours? According to Melinda Beck, who writes for the Wall Street Journal, people need less sleep, or ?short sleepers? can spend the day with less sleep, while maintaining mood and high energy.

They enjoy the extra time they have during the day to do things. It comes naturally for them to enjoy the time they have to relax and take advantage of getting more.

People who sleep less are more than three percent of the population. Receive less than six hours of sleep per night, however, spend a day with energy. Some researchers believe that this begins in childhood.

Maybe a gene involved in short sleepers because it runs in families. While there are no tests to measure this, short sleepers tend not to go to sleep centers for sleep tests, therefore, is difficult to study this model.

A third of Americans sleep very little and this leads to diabetes, obesity and hypertension. Just wanting to sleep fewer hours is not enough. It has to come naturally. With further research, we could able to understand this phenomenon, which sleeps little and be able to regulate the amount of sleep we need.

While short sleepers often consider it a benefit to not sleeping, others are tired, despite the fact that they are unable to sleep more. There is another side of the range where people need more than eight hours of sleep or have a problem staying asleep at night.

A well-rested average person takes about 10-15 minutes to fall asleep. If you sleep as soon as your head hits the pillow, it is likely that lack of sleep. Ideally, everyone should have eight hours or less per night.

If you already have a lot and still tired, it is important to consult your doctor to rule out sleep-onset diseases, such as sleep apnea.

If you fall asleep, but have trouble staying asleep, you may have depression or anxiety, or it could be a symptom of sleep apnea. People who drink alcohol may awaken during the night, despite the fact that they may have had a drink to help relax you to sleep better. Alcohol will not result in sleep quality.

Snoring is a major problem for many people who wake up at night because sleep is a major disruptor. If you sleep with a snorer has poor sleep quality.

This is because sleeping next to a snorer, you wake up an average of 23 times a night. This can lead to weight gain and depression. This is when it is important to consult a professional dream for people to have better sleep.

Sleeping more than eight hours may indicate that you have a sleep disorder and are not receiving the quality of sleep, so they need more time in bed to feel rested. If this is the case, it is very likely to have sleep apnea, a serious condition.

Sleep apnea is a disease that prevents adequate air entering the body. It can lead to heart problems, daytime sleepiness and depression. It is important to see a professional dream of having this diagnosis and treatment.

During these busy times, stressful pace high and often there are many reasons why we can get the correct amount of sleep for our body. It is easy to say that is what your tastes or needs of the body. Actually, it could be indicating that you need to change your pattern, diet, or check if you have a sleep-related disease.

Researchers unveil molecular details of how bacteria propagate antibiotic resistance

Researchers unveil molecular details of how bacteria propagate antibiotic resistance [ Back to EurekAlert! ] Public release date: 26-Jul-2012

Fighting "superbugs" strains of pathogenic bacteria that are impervious to the antibiotics that subdued their predecessor generations has required physicians to seek new and more powerful drugs for their arsenals. Unfortunately, in time, these treatments also can fall prey to the same microbial ability to become drug resistant. Now, a research team at the University of North Carolina at Chapel Hill (UNC) may have found a way to break the cycle that doesn't demand the deployment of a next-generation medical therapy: preventing "superbugs" from genetically propagating drug resistance.

The team will present their findings at the annual meeting of the American Crystallographic Association, held July 28 Aug. 1 in Boston, Mass.

For years, the drug vancomycin has been the last-stand treatment for life-threatening cases of methicilin-resistant Staphylococcus aureus, or MRSA. A powerful antibiotic first isolated in 1953 from soil collected in the jungles of Borneo, vancomycin works by inhibiting formation of the S. aureus cell wall so that it cannot provide structural support and protection. In 2002, however, a strain of S. aureus was isolated from a diabetic kidney dialysis patient that would not succumb to vancomycin. This was the first recorded instance in the United States of vancomycin-resistant Staphylococcus aureus, or VRSA, a deadly variant that many now consider one of the most dangerous bacteria in the world.

Former UNC graduate student Jonathan Edwards (now at the Massachusetts Institute of Technology), under the guidance of chemistry professor Matthew Redinbo, led the research team that sought a detailed biochemical understanding of the VRSA threat. They focused on a S. aureus plasmida circular loop of double-stranded DNA within the Staph cell separate from the genomecalled plW1043 that codes for drug resistance and can be transferred via conjugation ("mating" that involves genetic material passing through a tube from a donor bacterium to a recipient).

Before the plasmid gene for drug resistance can be passed, it must be processed for the transfer. This occurs when a protein called the Nicking Enzyme of Staphylococci, or NES, binds with its active area, known as the relaxase region, to the donor cell plasmid. NES then cuts, or "nicks," one strand of the double helix so that it separates into two single strands of DNA. One moves into the recipient cell while the other remains with the donor. After the two strands are replicated, NES reforms the plasmid in both cells, creating two drug-resistant Staph that are ready to spread their misery further.

Using x-ray crystallography, Edwards, Redinbo and their colleagues defined the structure of both ends of the VRSA NES protein, the N-terminus where the relaxase region resides and the molecule's opposite end known as the C-terminus. They noticed that the N-terminus structure included a region with two distinct protein loops. Suspecting that this area might play a critical role in the VRSA plasmid transfer process, the researchers cut out the loops. This kept the NES relaxase region from clamping onto or staying bound to the plasmid DNA.

Biochemical assays showed that the function of the loops was indeed to keep the relaxase region attached to the plasmid until nicking occurred. This took place, the researchers learned, in the minor groove of a specific DNA sequence on the plasmid.

"We realized that a compound that could block this groove, prevent the NES loops from attaching and inhibit the cleaving of the plasmid DNA into single strands could potentially stop conjugal transfer of drug resistance altogether," Edwards says.

To test their theory in the laboratory, the researchers used a Hoechst compounda blue fluorescent dye used to stain DNAthat could bind to the minor groove. As predicted, blocking the grove prevented nicking of the plasmid DNA sequence.

Redinbo says that this "proof of concept" experiment suggests that the same inhibition might be possible in vivo. "Perhaps by targeting the DNA minor groove, we might make antibiotics more effective against VRSA and other drug-resistant bacteria," he says.

ABOUT ACA

The American Crystallographic Association (ACA) was founded in 1949 through a merger of the American Society for X-Ray and Electron Diffraction (ASXRED) and the Crystallographic Society of America (CSA). The objective of the ACA is to promote interactions among scientists who study the structure of matter at atomic (or near atomic) resolution. These interactions will advance experimental and computational aspects of crystallography and diffraction. They will also promote the study of the arrangements of atoms and molecules in matter and the nature of the forces that both control and result from them.

Insurance For Cars And Motor Parts | articlereference.net

When trying to get affordable auto insurance, keep in mind your state?s minimum liability coverage requirements. You need to know what minimums to obtain so that you can get a policy that matches these particular minimums. You can find a list of your state?s minimums at your state?s insurance commissioner?s website.

As you get older and maintain a good driving record, you will save money on auto insurance. It?s worth asking your auto insurance company about discounts for experienced drivers ? of course, providing you continue to drive safely. The best age for auto insurance rates is between 55 and 70 years of age.

Are you a student under the age of twenty five with above average grades? If so, you may be able to get a discount on your auto insurance, this discount is available from many companies. You may have to provide a copy of your latest transcripts from school as proof, but for the money off your insurance cost it is well worth your time.

Look for group discount rates on your auto insurance. If you belong to any kind of trade organization, or have eligibility for group rates through any kind of group, such as your employer, you may be able to get a good discount on your rates. You may need to purchase your insurance through the organization to get the discount, so ask up front.

Look around and do some ?window shopping?. Get quotes from various auto insurance firms, but don?t be bullied into accepting right then. Take that quote and compare it to another you get from a separate firm. Do not commit to anything until you have reviewed all choices and you are going to save money somewhere in the mix.

In conclusion, it can take a lot of time out of your day trying to find good information about auto insurance. This article has compiled some of the best information available. Follow what is mentioned carefully and you will be in great shape for whatever you were hoping to accomplish.

When working with the adjuster on a claim, remember that the burden of proof is not on you, it?s on the insurance company. If there is a dispute over coverage, it is their responsibility to prove why it isn?t covered. There are a few policies where this doesn?t apply so make sure to check that when signing up for coverage.

To help save money on car insurance, start with a car that is cheaper to insure. Buying a sporty car with a large V-8 engine can push your annual insurance premium to double what it would be for a smaller, less flashy car with a 4 cylinder engine that saves gas at the same time.

Use the internet to get your car insurance plan. The internet is incredibly useful. Not only will you not have to deal with the hassle of going to the insurance provider yourself, you will also get a better deal if you shop for it online. Shopping online saves the provider money. Consequently, you save money as well.

Before buying a new car, you should research the frequency with which the particular model is targeted by thieves and vandals in your area. Cars that are popular with thieves are unpopular with auto insurance companies. They can and will charge a higher rate for a model that is especially attractive to criminals.

Sir, Do I Really Have To Work Today, Sir?

In most branches of the military, a service member who wakes up under the weather is expected to, well, suck it up. In extreme cases, though, he or she can inform the commanding officer of an ailing condition when reporting to first formation?a daily physical-training session at 6 or 6:30 a.m. that might include four-mile runs, push-ups, and sit-ups. It?s up to the commanding officer to decide whether to force the sick person to participate in the dawn routine or allow him or her to kill time with some stretching until sick call begins. Sick call, "a daily lineup of military personnel requiring medical attention," takes place at the aid clinic, or infirmary. Enlisted medics assess the gathered troops, treat minor complaints, and issue further recommendations. An ailing service member might be assigned to ?indoor? or ?light? duty, which would exempt him from physical training and perhaps have him cleaning the barracks. Or he could be referred to the physician?s assistant for further evaluation. Depending on the severity and contagiousness of his symptoms, he might then find himself restricted to ?quarters,? or put on bed rest. (Navy sailors so confined are known as SIQ: ?sick in quarters.?) If the soldier?s illness is so serious the on-site medical personnel can?t treat him, he might be sent to a nearby hospital.

Earnings Preview: Amazon 2Q revenue likely strong

(AP) ? Amazon.com is expected to post sharply higher revenue when it reports second-quarter results Thursday after the market closes, but its investments in new distribution facilities may weigh on the online retailer.

WHAT TO WATCH FOR: Because Amazon's revenue has been strong, investors are likely to focus on the company's profit margins and bottom line. The company has been reinvesting a lot of its earnings to build up a distribution network so that it can better grow its business over the long term.

The effects of the weak economy in Europe on sales will also be a focus. In addition, looming sales tax requirements, a slowdown in Kindle Fire shipments ahead of the launch of a new version and rising costs for acquiring content should "warrant some caution" regarding Amazon's results, said Baird analyst Colin Sebastian.

Amazon.com Inc. only collects sales tax from residents of Kentucky, Nebraska, New York, North Dakota, Texas and Washington and has said that it wants Congress, not individual states, to resolve the issue of whether it is required to do so.

WHY IT MATTERS: As the world's largest online retailer, Amazon's results can provide a glimpse into the mood of consumers, which power 70 percent of all growth in the U.S. economy. In general, online retailers have been weathering the shaky economy better than their brick-and-mortar counterparts, as eBay Inc.'s strong second-quarter results showed last week.

WHAT'S EXPECTED: Analysts, on average, are expecting earnings of 1 cent per share on revenue of $12.92 billion, according to a poll by FactSet.

Amazon said in April it expects revenue to grow between 20 percent and 34 percent, or to between $11.9 billion and $13.3 billion.

LAST YEAR'S QUARTER: Amazon earned $191 million, or 41 cents per share, on revenue of $9.91 billion.

Apple to report results as eyes turn to iPhone 5

(AP) ? Analysts are likely to probe Apple executives for clues as to how fast the company can ramp up production of an expected iPhone 5.

They will get the chance during a conference call after Apple releases its earnings for the April-June quarter after the market closes on Tuesday.

The report is expected to show a healthy increase in earnings and revenue, but investors are already looking ahead to the big event of the year: the launch of a new iPhone model.

The latest iPhone model, the 4S, was launched last year and is getting old. Analysts expect that Apple shipments to have dipped substantially in the just-ended fiscal third quarter.

Brian White at Topeka Capital Markets expects Apple to report selling 30.9 million units, while Andy Hargreaves at Pacific Crest expects it to report selling 25.4 million. In the first three months of the year, Apple shipped 35 million.

The trend in iPads is expected to be stronger, as Apple launched the latest model just two weeks before the start of the third quarter. White expects it to have shipped 15.9 million units, which would be a record, while Hargreaves expects it to have shipped 14.3 million. That would beat the January-March quarter but not the holiday-fueled October-December quarter.

The company doesn't announce new products on its financial conference calls, but analysts will probe to find out what they can.

The iPhone 5 is expected to be able to use the fastest new wireless data networks operated by Verizon, AT&T and Sprint. There's also speculation that it could have a slightly larger screen.

Apple launched new MacBooks during the quarter, including a high-end model with a super-high-resolution screen. In the first three months of the year, Macs accounted for 13 percent of Apple's revenue, compared with 17 percent for iPads and 58 percent for iPhones.

The company is set to release a new version of the Mac operating system this month. This version will be called "Mountain Lion" and will cost $20.

Apple's stock increased $2.58, or 0.4 percent, to $606.41 in morning trading Tuesday.

Real Estate Buying Ideas You Can Use | Buy Property Overseas

Purchasing property is becoming popular today, whether as a hobby or for a career. The popularity of purchasing real estate without being defrauded is increasing. So, if you?ve been thinking about getting into the game, there?s no better time than the present to begin looking at property to purchase. Here are some tips that you can use to get you started with your property purchases.

If the home you are buying has been foreclosed on, it?s probably best to assume that it might need some repairs. A home that have been foreclosed may have been left unattended for a while before it was listed. Many foreclosed homes that are on the market will need to have new HVAC systems put in, and may also have pests.

You want to avoid buying homes that face or back busy roads. You might save a bit by purchasing the less appealing lot, but remember that the savings comes at a cost. While having a busy roadside home may not be a bother to you, there will be little resale value in the property when it comes time to move on.

Before putting your money in a home, make sure that you investigate the neighborhood and its surroundings. If the neighborhood isn?t any good, then you will be miserable, even if the property itself is fine. It?s essential to research the neighborhood, so you truly understand what you are buying into.

If you want to purchase a new home, you should first find a good real estate agent. The real estate agent you select also needs to be trustworthy. An experienced real estate agent who has a proven reputation will normally be a good choice. Make sure you take your time in finding yourself the perfect agent, one who has your interests at heart and cares about your needs.

Make sure any home you are interested in purchasing is large enough for your growing family, whether you already have children, or intend to have them while living in the residence. Steep stairs or swimming pools are items to closely examine if you have children in the home. Purchasing a home from someone who raised their own children in it can give you some peace of mind about its safety for your own kids.

Don?t give up even if your offer is turned down, as many sellers will search for ways to make it work. Sellers will often cover repairs or closing costs, in order to help a buyer afford the property.

You can find a calculator online that will help you determine a reasonable price range when you are ready to purchase a house. These types of calculators let you put in your income, your expenses, and any debt you might have. You will then have a idea of what price you can afford to pay for a home.

When looking for a new home, don?t buy it for what it has inside it. Smart sellers hide their house?s flaws with decorative items, so you need to learn how to look past the decor and analyze a home based on its architecture and structural condition. You might overlook something that will cause you a serious problem if you buy a home for its decor.

When you are in real estate negotiations, be sure to keep your approach moderate. Many people want to be aggressive and get the best deal, and they wind up shooting themselves in the foot. It?s best to tell your real estate agent what you want, and let them handle the negotiations themselves. They have experience.

It?s easy to see why people find this job so appealing. The opportunities are endless. There?s a lot of information out there on how to get started, research, and purchase with the best of them. Using these tips can help you get the property you need or want.
